Design Review Quick Reference

  • The DRC meets once a month, usually on the second week of the month.
  • Submissions must be sent by the preceding Wednesday at 5 PM to be added to the agenda.
  • Submit the form to designreview@trestlemanagement.com
  • Incomplete submittals will not be placed on the DRC agenda
  • Approval is required prior to commencement of work
  • The DRC may request additional information during review
  • City permits may be required as a condition of approval

Pets & Animals

Are pets allowed in the community?

Yes. Homeowners may keep a reasonable number of generally recognized house or yard pets, provided they are kept solely as domestic animals and not for commercial purposes. The Board has sole discretion to determine whether the number of animals on any property is reasonable. (CC&Rs Section 4.2(b))

Are chickens or livestock allowed?

No. Livestock and farm animals — including chickens, roosters, ducks, goats, pigs, horses, and all other stock animals — are strictly prohibited on any residential lot within The Foothills. (CC&Rs Section 4.2(b))

Can I build a kennel or animal enclosure?

Any structure for the care, housing, or confinement of animals must not be visible from neighboring property and requires prior DRC approval before construction begins. (CC&Rs Section 4.2(b))

Design Review & DRC Approvals

Do I need DRC approval for changes in my backyard?

Yes. All exterior modifications require prior written DRC approval regardless of whether the change is visible from the street. This includes backyard projects such as patio covers, pergolas, sheds, pools, fences, and landscaping changes. No work may begin until written approval is received. (CC&Rs Section 4.2(a))

When does the DRC meet, and when is my form due?

The Design Review Committee meets the 2nd Thursday of each month. Your completed submittal form must be received by 5:00 PM on the Wednesday of the preceding week to be considered at that month’s meeting.

What must I include with my DRC submittal?

All submittals must include: a completed Design Review Submittal Form, a before photo of your home, and drawings or blueprints drawn to scale showing materials, dimensions, colors, and the exact location of the proposed work. Landscaping submittals must also include the Landscape Planning Form. Fax submittals are not accepted — submit by mail or email to designreview@trestlemanagement.com.

How long is a DRC approval valid, and how long do I have to complete the work?

Approvals are valid for 90 days. All work must be completed within 120 days from the approval date. The committee may take up to 60 days after receipt to issue a decision. Do not start any work until you have received written approval.

Landscaping

Are there rules about landscaping near walls and fences?

Yes. To protect shared (demising) walls from water damage: all turf, plants, and sprinkler components must be kept a minimum of 24 inches from any demising wall or exterior concrete; no plastic liner or ground cover within 36 inches of the foundation; and trees or bushes with large root systems must be planted 4 to 6 feet away from the foundation, concrete, and fences. Irrigation lines should run in front of plantings, not against the wall. Any wall damage caused by improper landscaping is the homeowner’s financial responsibility. Am I required to maintain my landscaping?

Yes. Homeowners must keep all shrubs, trees, hedges, and grass neatly trimmed and free of weeds, trash, and unsightly material. This includes your lot’s set-back areas and the public right-of-way between the sidewalk and street curb in front of your home. Neglected landscaping may result in corrective action taken at the owner’s expense. (CC&Rs Section 4.2(d))

Vehicles & Parking

Can I park my RV, boat, or trailer on my property?

No. Motor vehicles exceeding 3/4-ton capacity, mobile homes, recreational vehicles, travel trailers, tent trailers, camper shells, boats, and boat trailers may not be parked or stored on any lot or street so as to be visible from neighboring property or common areas. (CC&Rs Section 4.2(s))

However, temporary permits can be issued upon request.

Can I store an inoperable vehicle on my lot?

No. Inoperable vehicles may not be stored or parked on any lot, parcel, or street so as to be visible from common areas, neighboring property, or streets. (CC&Rs Section 4.2(t))

Property Maintenance & Nuisances

Are there rules about trash and garbage containers?

Yes. Trash must be stored in covered containers of a type and style approved by the DRC. Containers must not be visible from neighboring property except when placed out for collection, and only for the shortest time reasonably necessary. Outdoor incinerators are prohibited. (CC&Rs Section 4.2(j))

What signs am I allowed to display?

Signs visible from neighboring property are restricted. Permitted exceptions include: legally required signs, up to two (2) identification signs per residence with a face area of no more than 72 square inches each, and “For Sale” or “For Lease” signs pre-approved by the DRC. Commercial and political signs are not permitted without approval. (CC&Rs Section 4.2(m))

Are outdoor speakers or noise devices allowed?

No exterior speakers, horns, whistles, firecrackers, bells, or other sound-making devices may be placed or operated on any property without prior Board approval. Security devices used exclusively for security are exempt. (CC&Rs Section 4.2(e))

What happens if my home falls into disrepair?

All buildings must be kept in good condition and adequately painted or finished at all times. If a structure is damaged or destroyed, it must be immediately repaired, rebuilt, or demolished. If an owner fails to act within 14 days of written notice, the Board is authorized to take corrective action and charge the cost to the owner’s assessment. (CC&Rs Sections 4.2(g) & 10.4)
